DIRANG, Dec 19: Dustbins were donated to the residents of Lish village under Dirang circle of West Kameng district during a National Youth Project (NYP) conducted sanitation awareness campaign under its village developmental programme here today.
During the inaugural session, resource persons including NYP president HP Biswas, Dirang ADC Dagbom Riba, Thembang ZPM Jam Tsering, Thinly ASM Zatso, veterinarian Nima Tsering, GBs and NYP coordinator Pem Dondup, Tsering Droima, Kesang Tsering advised the villagers to maintain health and sanitation to make it a model village.

Public, students' union oppose land marked for Petrol pump
ITANAGAR, Dec 19: The general public and Longding District Student's Union (LDSU) have strongly opposed the proposed land allotment for setting up of petrol pump/retail outlet in the heart of the Longding market area and demanded immediate cancellation of the same.
The land measuring 700 sqmtrs. was bulldozed and leveled under the Dept. of Urban Management with the purpose for construction of parking zone and urban shopping complex at Longding town, LDSU in a release stated.
In their statement, the general public also expressed their resentment by claiming that the proposed land was leveled by destructing number of government and private buildings, such as Inspection Bungalow (IB), PWD, two IB chowkidar quarters, PWD godown, Wancho Student's Union office building and number of private residents and shops.
At the time of destruction it was promised that new IB will be built and new land allotment will be given to the affected private householders and shop owners. But, till now no such initiatives have been taken up, they claimed.
Also, owing to its explosive nature of oil the site proposed which lies in the middle of the market is not feasible for petrol depot, they added.
A public signature campaign was held and a letter of public resentment was also submitted to Longding Deputy Commissioner and Director, Land Management, Govt. of Arunachal Pradesh to immediately cancel the land proposal, the LDSU release added.

prevent and discourage any moves of defection of PPA legislators to any other political
party, PPA CWC Chairman Kamen Ringu in a letter to the Speaker stated that any attempt
of the PPA legislators to join any other party abusing the 'merger' clause in the
10th Schedule of the Constitution without winning the confidence of the original

"The constitutional validity of a merger sought by the PPA Legislators need to be approved by not less than two thirds of the members of the party. Any documents submitted to you to justify this condition should be treated as fraudulently concocted as I am of the firm opinion that none of the appointments of new executive members have my approval,” stated Ringu in his letter to the Speaker.
"The party constitution enshrines that any appointment of executive member in the party need the consent and final approval of the Chairman. All appointments of new executive members therefore stand cancelled," it stated.
"Considering the above circumstances, I request you kindly not to entertain any proposal of PPA Legislators for merger into other party," the letter added.
Man arrested for raping ‘sister’

ITANAGAR, Dec 19: It is confirmed yet again that no matter what womenfolks are still unsafe and sexual crimes continue unabated in the uncivilised urban jungle. They are not safe even in their homes. In the latest incident, a person along with his friend was today arrested for allegedly raping his clan sister at his rented place in Papu Nalah, Naharlagun.
The accused, identified as Karban Tamut and Opang Paro, his friend, had allegedly raped the girl, who is 22 years, at their rented place at Papu Nalah, in the wee hours today. The victim was halting for the night at the accused Karban Tamut's place.
The case is registered at Women Police Station here under section 376 (D) of IPC.
"Both the accused have been arrested and are in police custody now. They will be produced before the magistrate tomorrow," said the IO of the case SI M Tayeng.
"We want the police to do fair and thorough investigation into the case so that we
can seek justice for the victim who has been deceived by her own beliefs. We want

ITANAGAR, Dec 19: The Capital district administration in a coordination meeting held here today unanimously decided to conduct frequent joint patrolling by the Police and Magistrates within the Capital Complex for which standing plying squad team shall be constituted to meet any situation as and when required.
The coordination meeting of Police and Magistrate under the chairmanship of Capital DC Mige Kamki further resolved that anyone found selling IMFL without license in any shop/ gumti shall be prosecuted as per law and shop shall be sealed without further notice.
It was also decided to enforce compulsory verification of taxi drivers, trekker drivers, auto drivers and necessary action shall be taken against any driver who do not obtain valid driving license with proper verification from the competent authorities. Anyone found using any fake driving license shall be prosecuted under appropriate provisions of law, the meeting resolved. At the same time the violators of ILP shall be prosecuted as per law.

ITANAGAR, Dec 19: The Arunachal Christian Forum (ACF) has reacted to the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP)'s stand on ST status saying that it is misleading and mischievous.
The IFCSAP team on December 15 last had said that steps should be initiated by the state government to issue Minority Certificates to the converts of the state and let the converted person surrender their Scheduled Tribe certificates at the earliest. The ACF in a press release said, the official website of the Ministry of Tribal Affairs Government of India clearly defines what elements go to make up the identity of members of Scheduled Tribes. According to the website "The criterion followed for specification of a community, as scheduled tribes are indications of primitive traits, distinctive culture, geographical isolation, shyness of contact with the community at large, and backwardness." A particular religious identity is not mentioned either as a qualifying or disqualifying factor. Again the same website gives directions to officers to issue Scheduled Tribe certificates. The points to be observed by the officers are : (i) That the person and his parents actually belong to the community claimed (ii) That the community is included in the Presidential Order specifying the Scheduled Tribes in relation to the concerned State (iii) That the person belongs to that State and to that area within that State in respect of which the community has been scheduled (iv) He may profess any religion (v) That he should be permanent resident on the date of notification of the Presidential Order applicable in his case.
The fourth criterion in the above list shows that religion plays no role in the question of eligibility to Scheduled Tribe status. The entire write up linking religion to ST status is stemming from ignorance and malice, it lamented.
IFCSAP also made statements regarding minority rights. The only minority right that the constitution speaks of is in its Article 30 which gives minorities the right to establish and administer educational institutions of their choice. The constitution does not give any other privilege. This privilege is applicable both to the religious and linguistic minorities. The Hindus also can claim this minority right in Jammu and Kashmir, Mizoram, Nagaland or Meghalaya. The constitution does not envisage distribution of freebies to the members of any minority community. The much talked about MSDP is not a constitutional privilege but a time bound project of a particular government in power and cannot have any impact on the constitutional privileges granted to minorities, the release further added.

EKSWCO pleads for installation of CCTV cameras at strategic locations
SEPPA, Dec 19: The East Kameng Social Welfare & Cultural Organisation (EKSWCO) today pleaded the Deputy Commissioner to immediately install CCTV cameras at important strategic locations of the district to check movement of miscreants.
In a representation to the district administration, EKSWCO chairman Khya Safar Pao pointed out that installation of CCTV cameras were highly necessary at important locations namely judicial jail (adjacent to CRPF camp), police station, main market area and important office premises.
Citing the recent incident of jail break where prisoners escaped from the jail, he said that such incident was not a good sign for the district and immediate installation of CCTV cameras was necessary.
Stating that many unscrupulous vehicles were running in the district without registration numbers creating problem in maintenance of traffic, Pao urged the administration to make mandatory registration of vehicles for maintaining proper records and also to deploy adequate traffic police personnel to maintain traffic.
Referring to the recent incident of jail break, the organization demanded for early arrest of the escaped under trial prisoners to keep the image of the law enforcing agency intact before the public.
The EKSWCO also urged the DC to put a ban on driving practice at General Ground and at the government higher secondary school ground at Bebo Colony.
"Both the grounds are only for common useful purposes, but it is the complaint of the public that both the venues are being used for driving practices which is illegal," Pao added in the representation.

PPA for grant of special status for Arunachal under Article 371
ITANAGAR, Dec 19: The People's Party of Arunachal (PPA) interim president Kahfa Bengia in a release stated that the economic dependence syndrome of the strategically located state of Arunachal Pradesh can be done away with by the grant of Article 371 to this tiny state which will give the state the ownership rights of its indigenous resources.
Kahfa said this in a meeting of the party while reacting to Union Finance Minister Arun Jaitley's statement ahead of the union budget that every North Eastern state should start generating revenue of their own.
"While mooting such an idea which could have social and economic impact on a state
especially like Arunachal Pradesh, the Modi Government should understood that this
economic dependency on Centre, which the state suffers, can be done away with by
the grant of article 371-

Teaching should not be confined to school and colleges, he said adding that teachers should put their constant endeavour to bring out complete human being who can be fitted into multiple roles as members of the civil society.

It is quite ironical that the state can not produce good local science teachers to recruit them in different vacant post of Science teachers.
The Parliamentary Secretary disclosed that Rs.50 lakhs has been sanctioned for extension of classrooms at DPDC Kamki. Other issues in the form of memorandum will also be taken care of on priority basis from RUSA and other sources.
At Govt. H.S. School Kamba the Felix assured to provide furniture for the newly constructed Girls hostel to make it functional from the next academic year, repairing of auditorium ceiling and distributed school bags and geometry boxes to all students of the school. The Principal of the DPDC, Dr. Rejir Karlo said that the college cannot be rated as rural colleges along with others as it has enrollment of 2500 students leading to infrastructures, faculty members and many other shortages. Work in unison to make Kra Daadi a model district: Pario
ITANAGAR, Dec 19: PHED and Water Resource Minister Takam Pario had convened a maiden interaction meeting of the newly created Kra Daadi district here on Wednesday which was attended by Deputy Commissioner Kra Daadi district, officers, ZPMs and senior leaders of 18 Palin Assembly Constituency.
Addressing the gathering PHED and Water Resource Minister informed that Jamin has been selected for permanent district headquarter based on availability of land as per survey and feasibility report submitted by district administration. Terming the creation of the new district as a new hope for development and administrative convenience for the people, Pario justified the reason for creation of Kra Daadi district adding that due to distance factor people of Palin and Tali constituencies face lot of trouble in communication. He further called upon all concerned including PRI members, to work in unison by adopting the best means of system to make the district a model district. He also advised the district administration to adopt proper action plan with systematic mechanism in the very beginning.
Rs 53,705 crore allocated for development of NE
NEW DELHI, Dec 19: A total of Rs 53,705 crore has been allocated for the North East in the current fiscal for the development of the region, Minister for Development of North Eastern Region Jitendra Singh said today.
At a meeting with MPs from the region, Singh said the allocated funds includes 10 per cent of gross budgetary allocation for the DoNER and Rs 17,898 crore to be provided to the states as Special Plan Assistance, Special Central Assistance, Normal Central Assistance or Additional Central Assistance in addition to money being spent by Railways.
Singh said that in keeping with Prime Minister Narendra Modi's special thrust on development of Northeastern region and his announcement during his recent visit to the Northeast to promote sports among the youth of the region, a National Sports University will be set up in Manipur for which government has provided Rs 100 cr.
The National Sports University Bill is planned to be introduced in Parliament along with the Draft Bill received from Ministry of Youth Affairs & Sports, he said. In order to improve the internet and mobile connectivity, the Minister said a comprehensive telecom development plan for region has been sanctioned at a cost of Rs 5,336.18 crore to provide 2G coverage in identified uncovered areas of the region and another Rs 100 crore is to be provided for organic farming.

Develop proper ILP mechanism before starting train service
Chief Minister Nabam Tuki yesterday announced that train service to the state might resume from February next year. Tuki while inspecting the Naharlagun railway station informed that the railway ministry has consented to introduce Rajdhani Express to link national capital New Delhi from next year. Prime Minister Narendra Modi who is scheduled to visit Arunachal Pradesh for the first time in February after taking office, is likely to inaugurate the railway service.
The decision to run Rajdhani Express is great news for the people of Arunachal.
This will provide direct link to the national capital. While people of Arunachal
wholeheartedly welcome the decision of resuming train service, but if proper ILP
mechanism is not developed, the decision may soon backfire. Earlier the train service
between Dekargaon (Assam) and Naharlagun was indefinitely suspended from May 9 this
year after student organizations and civil society groups raised alarm over large
scale migration of outsiders into state using train route. Therefore before restarting

I want to respond to the news item published in your esteemed daily of Dec. 13, “IFCSAP supports Anti Conversion Law” and refute the allegations of the Society pointing out the truth to them. They have cast aspersions on Christians of Arunachal Pradesh and described them as gullible men and women who can easily be lured. As an Arunachalee, I want to inform the IFCSAP that they are mistaken. If we Christians have accepted the Good News of Jesus Christ, it is because we are convinced that He is truly the God who became man to redeem us from our sins and He alone can give us life eternal. Dear Editor,
Through the column of your esteemed daily I would like to draw the attention of citizens towards using dipper while driving cars during night hours. It really makes one go almost blind with the glare of the vehicle approaching from opposite direction. If not dipper, the headlamps, may sometimes contribute to the loss of many precious lives. To add to this fact I have my own experience to share which had happened last night while I was coming down from Itanagar to Nirjuli where I narrowly escaped from an accident. A speeding car approached infront of me at a blink of an eye with no realization that other vehicle would be troubled with his careless driving but in the nick of time I managed to keep control of my vehicle from being collided with.
If such things are realized and practiced by every vehicle users then we would feel safe in moving out and have a good driving experience. I hope this message would reach to every people to keep alive the meaning of ‘safe driving’.

District Headquarter Crisis

The controversy over the location of the District Headquarter of the Lower Siang District is sadly developing into a major political crisis. A person doing a dispassionate examination of the issue is sure to be baffled by the imbroglio created by claims and counter claims. For a person from the 'outside', the only wish is for an early solution to the crisis.
Firstly, the argument that Basar should be made the Headquarter due to earlier political
commitment is a dangerous proposition. It is fallacious to argue that all political

The Government and the people have to examine the rationale behind the decision to create a new district out of the existing West Siang and East Siang before taking a decision. It is accepted that one of the main reason for creation of the Lower Siang District has been the issue of “accessibility to governance”. Therefore, the important question is will Basar as the Headquarter address the issue of “accessibility to governance” for all the people who deserve better governance. Is it not administratively rationale and pragmatic to keep Basar within the West Siang District since it does not face the issue of “accessibility to governance” in view of its geographical proximity to Aalo?

Enact strong law to protect medical professionals

While referring to your publication “Our heart & their welfare” by Tongam Rina published in your esteemed daily dated 17/12/2014, I appreciate her gesture and for understanding the feelings of doctors.
The Indian Medical Association (State Branch) condemns assault on Medical staff on duty at RK Mission hospital and welcomes the arrest of IRBn personnel and others involved.
Medical profession is a noble profession. However, many dissatisfied patients and
relatives accuse the doctor for negligence these days while some individuals accuse
doctors for personal vendetta and often FIR are filed with the Police. Unfortunately,
even law enforcement agencies consider doctors as soft targets and harass these professionals
just to please the complainant despite the Hon’ble Supreme Court judgment noted in
para 52 of Jacob Mathew’s case that clearly says that “A doctor accused of negligence
should not be arrested in a routine manner simply because a charge has been leveled
against him”. And in August 05, 2005 in a landmark judgment Hon’ble Supreme Court
has ruled that “doctors should not be held criminally responsible unless there is
primefacie evidence before the court in the form of a credible opinion from another
competent doctor preferably a Govt. doctor in the same field of medicine supporting
the charges of rash and negligent act”. There are instances in our state where doctors
were arrested on mere FIR and later booked under section 304-

Colliding dates
Dear Editor,
Through the column of your esteemed daily I would like to highlight the various exam dates fixed by different departments of the state. Recently we have seen written exam dates for various jobs fixed by APPSC collide with each other and with that of central services and university exams. The exam of Research Assistant was rescheduled on 30 December but again it is colliding with the P.G. IGNOU Exams. Already we, the youths of this state, are facing grave problems of unemployment and corruption.
So I kindly request the APPSC to fix the date of written exam of Research Assistant, if possible, on 27, 28 December i.e. on Saturday and Sunday instead of 29, 30 December and also all other concerned authorities and departments to kindly fix the dates of job interviews and written exams keeping in view that it doesn't collide with other exams so that everyone may get equal chance to appear in exams.
