Naharlagun United reach semifinal

ITANAGAR, Dec 19: Naharlagun United FC played out a 1-1 draw with Kurung Kumey Veteran FC in the 8th match of the ongoing 2nd State Level Veteran Cup Football Tournament at Rajiv Stadium Naharlagun today.

Kurung Kumey Veteran took the lead with a thundering shot by Takio Lugu in 24th minutes. Though NUFC created many chances they failed to score.

Kurung Kumey Veteran was leading NUFC 1-0 at half time.

In the second half, NUFC went all out for the equalizer. It was again NUFC striker Tage Tath who restored parity in 60th minute with a sole run.

By virtue of this draw NUFC have qualified for semi-final and they will face Siang Highlander on December 22, according to organizing committee.

E&Ks FC will take on Papa FC in a do or die match tomorrow. Papa FC needs a draw to qualify for semi-final while E&Ks FC need all three points to book a berth in the semi-final. The match will kick off at 1.30pm.

ITANAGAR, Dec 19: The Arunachal Pradesh Legislative Assembly Speaker on Friday appointed Kanubari MLA Gabriel Denwang Wangsu as the member of the Committee on Privilege and Committee on Subordinate Legislation. Mechukha MLA PD Sona has been appointed as the chairman of the Committee on Subordinate Legislation. The post remained vacant after the death of  former MLA Jarbom Gamlin.

 

Pen-down strike called off

ITANAGAR, Dec 19: The proposed second phase of pen-down strike of NHM-PMSAA which was scheduled from December 30, 2014 to January 12, 2015 has been called-off after NHM-State Mission Director, P N Thongon give assurance to a delegation of the central executive body of NHM-PMSAA to release the staff salary on or before 25 of this month and also to look into other three points charter of demands, according to an NHM-PMSAA release.

Further, the central executive body of the Association has appealed to all the members of the Association from Block to State level to perform their duties sincerely, the release added.

 

RGU scholar wins best poster presentation award

ITANAGAR, Dec 19: Pankaj Bharali, Research Scholar, Department of Botany, Rajiv Gandhi University has won the award for the best poster presentation in the Tropical Ecology Congress-2014 held at Jawaharlal Nehru University, New Delhi during 10-12 December.

He presented a poster on the tropic "Evaluation of Ethnobotany and Nutritional Composition of a Famine Food, Wallichia oblongifolia, Griff of Arunachal Pradesh, India" and his poster was declared best among 180 participants from all over the world.

He is now pursuing doctoral degree under the supervision of Prof. Arup Kumar Das, Department Of Botany, Rajiv Gandhi University.

Other team members participated in TEC-2014 were Budhin Gogoi and Rashmi Dutta from Department of Zoology, RGU, availing the sponsorship of CPEB-II, Rajiv Gandhi University.

 

Illicit liquor seized

AALO, Dec 19: In an unannounced raids conducted by Teli Ngomdir, Superintendent of Tax and Excise along with Excise officials and Town Magistrate at different locations, 98 numbers of illicit liquors were seized from M/s Dolma Restaurant New Market, M/s Karbak Hotel New market, Old Market, Hiker Gumin Lower, Ete Hiker Gumin Lower, BHQ Tinali, Pakam-II, Gour Hill, Like Putu, Puning Like Putu and Munu Das at Rigo.

These vendors were reported to be selling alcohol illegally. During search operation, customers were also found consuming alcohol within the premises of the vendors in violation of section 34(a) of APGT Act' 1993. DIPRO

 

Farm school established at Halleng

YINGKIONG, Dec 19: A Farm School for vegetable cultivation was established at Halleng village yesterday.

Addressing the gathering on the occasion, Yingkiong ZPM Bading Teng said the agriculture and horticulture is the main stay of the people. Upper Siang should achieve self-sufficiency in cereals and vegetable production and it is possible only through proper training and guidance to farmers, he said.

Two SHGs of Yingkiong Block namely Bomong Women SHG and Bentuk Ane SHG were imparted training on winter crop vegetable cultivation.

Among others, DAO, Upper Siang District Ote Darin, ADOs M Ete ADO, A Nangkar and ATMA staffs were present.DIPRO

Expert team visits site for proposed film and television institute at Yachuli

ZIRO, Dec 19: Director of Satyajit Ray Film and Television Institute, Kolkota Sanjaya Pattanayak and Associate Professor Pankaj Seal visited the earmarked site for the setting up of film institute of the state at Yachuli. They were accompanied by Parliamentary Secretary Likha Saaya, IPR Secretary Dani Sulu, Deputy Commissioner Kanki Darang and host of officers and public of the district.

The DC while appraising about the site felt that the good weather, communication,  presence of many natural water bodies and prospects of uninterrupted power supply from the Ranganadi power plant and Tago and Mia mini hydropower plants makes a conducive environment for setting up the film institute at Yachuli.

The team also inspected Jote, which also has been earmarked as a probable site for setting the institute. DIPRO

 

BJP demands white paper on APPSCCE paper leakage issue

ITANAGAR, Dec 19: The Bharatiya Janata Party (BJP) Arunachal Pradesh demanded white paper from the state Govt on the issue of 'infamous leakage of the question papers of APPSCCE Mains 2013-14' that led to the constitution of one-man enquiry committee under EAC Hento Karga.

The BJP in a release said that the enquiry report should be made public and the sanctity of the APPSC should be maintained and the confidence of the authority has to be regained.

"It is unfortunate that the lives of the students are put at peril and their future has become uncertain because of the questionable and doubtful role of APPSC. The State Govt. must act swiftly to restore the confidence and faith of the lakhs of students on the status of APPSC," the party said and demanded full justice to the aspirants.

 

Dustbins donated

DIRANG, Dec 19: Dustbins were donated to the residents of Lish village under Dirang circle of West Kameng district during a National Youth Project (NYP) conducted sanitation awareness campaign under its village developmental programme here today.

During the inaugural session, resource persons including NYP president HP Biswas, Dirang ADC Dagbom Riba, Thembang ZPM Jam Tsering, Thinly ASM Zatso, veterinarian Nima Tsering, GBs and NYP coordinator Pem Dondup, Tsering Droima, Kesang Tsering advised the villagers to maintain health and sanitation to make it a model village.  

A permanent NYP centre will be established in the village soon to address various issues of the youths, including creation of employment avenues, entrepreneurship development activities, promotion of horticultural and agricultural practices, Biswas announced.  

He further informed that 35 unemployed youths were selected for a month-long skill development programme on beautician course to begin tomorrow.   

Lauding the initiative of NYP, the ADC further suggested it to address crucial issues, like sanitation, education besides problems confronting other villages of the district.

Hundreds of villagers along with local youths, members of SHGs, officers and public leaders later carried out cleanliness drive in the area.

 

MLA inspects construction of school buildings

SEPPA, Dec 19:  The Parliamentary Secretary Tax & Excise cum local MLA Tapuk Taku along with DC Sandeep Kumar Singh inspected double storied RCC school buildings at GHSS, Bebo & Bazaar line and also CC road executed by UD and Housing department within Seppa Town today. The model school building under MSDP has been taken up for the first time in the district due to active initiation of local MLA Tapuk Taku.

Dy. Director UD & Housing, Er. T Tachang briefed them of the specifications and progress of the works. He informed that 1.30 km CC road has been completed out of 5 kms road within Seppa town and the rest under progress on war footing manner.

DC Sandeep Kumar Singh expressed satisfaction over the completed CC road and also the progress of the under-construction School building works at GHSS, Bebo and directed the contractors of school building, Bazaar line to expedite the works.

Parliamentary Secretary Tax & Excise Tapuk Taku urged the DC and the Dy. Director, UD & Housing for regular monitoring of the works under progress with necessary directives to contractors to expedite the works for timely completion without compromising the quality of works. DIPRO

 

ZP members visits fire ravaged Sine village, distributes relief items

PASIGHAT, Dec 19: Extending their solidarity, a team comprising ZPMs Osi Mibang, Tajing Taki, Oling Perme, Osi Tatak, Kayem Tayeng headed by ZP Chairperson Kaling Dai visited fire ravaged Sine village and distributed emergency relief materials like blankets and utensils from their own for survival to the victim families during their difficult times. The recent fire that broke out in the far-flung village rendered 32 families homeless on Dec-8 last and victims could hardly escape to safer places leaving behind all their valuables.  

After knowing the ground realities, the PRI leaders have appealed the government to provide adequate relief to rehabilitate the affected people. They termed the incident as unfortunate and appealed the villagers to be more cautious especially during winter season. The team also advised the villagers to reconstruct their houses in modern methods and spread awareness on protective measures to ensure that there is no repeat of such an incident in future. The villagers should continue traditional "Lamkang System", they added. On the other hand, the villagers conveyed their gratitude to the visiting team for their logistic supports and timely generous gesture to the needy families. DIPRO

 

APCA to work for promotion of tribal languages

ITANAGAR, Dec 19: The All Arunachal Catholic Association (APCA) under Miao Diocese has decided to work for promotion and preservation of tribal languages and dialects.

APCA in its meeting held at Miao on Wednesday further resolved to observe APCA Sunday with social service and organize Catholic Convention for interaction and exchange of culture and ideas.

Addressing the meeting, Bishop of Mioa Rt. Rev. Dr. PK George., exhorted the APCA leadership to work with the principle of peaceful co-existence to build a better society. He also thanked for organizing such types of meeting especially in remotes area of the state.

Chaired by Muntang Mossang President, APCA Miao Diocese unit, the meeting was also attended by APCA, (Central) unit president Taw Tebin, and Secretary General Pekhi Nabum.

The Central APCA team felicitated those priests and nuns who are working tirelessly in the remotest area on health and education sector under Mioa Diocese.

 

Public, students' union oppose land marked for Petrol pump

ITANAGAR, Dec 19: The general public and Longding District Student's Union (LDSU) have strongly opposed the proposed land allotment for setting up of petrol pump/retail outlet in the heart of the Longding market area and demanded immediate cancellation of the same.

The land measuring 700 sqmtrs. was bulldozed and leveled under the Dept. of Urban Management with the purpose for construction of parking zone and urban shopping complex at Longding town, LDSU in a release stated.

In their statement, the general public also expressed their resentment by claiming that the proposed land was leveled by destructing number of government and private buildings, such as Inspection Bungalow (IB), PWD, two IB chowkidar quarters, PWD godown, Wancho Student's Union office building and number of private residents and shops.

At the time of destruction it was promised that new IB will be built and new land allotment will be given to the affected private householders and shop owners. But, till now no such initiatives have been taken up, they claimed.

Also, owing to its explosive nature of oil the site proposed which lies in the middle of the market is not feasible for petrol depot, they added.

A public signature campaign was held and a letter of public resentment was also submitted to Longding Deputy Commissioner and Director, Land Management, Govt. of Arunachal Pradesh to immediately cancel the land proposal, the LDSU release added.

As expected 5 PPA legislators join Cong

ITANAGAR, Dec 19: Keeping up with the unhealthy tradition of the constant change of political colour after the Assembly elections, 5 PPA legislators today joined the Congress party. The five MLAs are -Nikh Kamin, Pani Taram, Tirong Aboh, Passang Dorjee Sona and Wanglam Sawin. The event is not a matter of surprise as in the last few days, the talk of PPA legislators joining Congress had been doing rounds. While joining Congress, the five legislators stated, "We don't find any concept and scope for the development of the state and our electorates under a regional party."

"Congress is the platform which would help us to realize our as well as the people’s dream as all the programmes taken up by the Chief Minister Nabam Tuki aim at greater welfare of the masses. After thorough discussion with our people in the constituency and for their pressing demands, we five legislators are joining INC party today," they added. Further they expressed complete faith in the Congress party leadership at state as well as centre.  Meanwhile, the   Speaker of Arunachal legislative assembly has passed an order under tenth schedule to the Constitution of India declaring the newly joined MLAs as members of Indian National Congress Party. Ironically, former PPA president Nikh Kamin, who is among one of the MLAs to join Congress, use to be the bitter critic of national parties. In the run up to the Assembly Election, Kamin as PPA president had launched vitriolic attack on Congress party on several issues. How things change so quickly in Arunachal politics?

 

PPA CWC urges Speaker not to entertain any merger proposal

ITANAGAR: People's Party of Arunachal (PPA) CWC Chairman has requested the Arunachal Pradesh Legislative Assembly Speaker not to entertain any proposal of PPA legislators for merger into other party. The Chairman also requested the Speaker to impose the Anti- Defection Law on him if any legislator of the party is found doing so.

Informing that a letter was addressed to the Speaker on November 11 this year to prevent and discourage any moves of defection of PPA legislators to any other political party, PPA CWC Chairman Kamen Ringu in a letter to the Speaker stated that any attempt of the PPA legislators to join any other party abusing the 'merger' clause in the 10th Schedule of the Constitution without winning the confidence of the original Political Party should be discouraged out-rightly.

"The constitutional validity of a merger sought by the PPA Legislators need to be approved by not less than two thirds of the members of the party. Any documents submitted to you to justify this condition should be treated as fraudulently concocted as I am of the firm opinion that none of the appointments of new executive members have my approval,” stated Ringu in his letter to the Speaker.

"The party constitution enshrines that any appointment of executive member in the party need the consent and final approval of the Chairman. All appointments of new executive members therefore stand cancelled," it stated.

"Considering the above circumstances, I request you kindly not to entertain any proposal of PPA Legislators for merger into other party," the letter added.

 

 

Man arrested for raping ‘sister’

ITANAGAR, Dec 19: It is confirmed yet again that no matter what womenfolks are still unsafe and sexual crimes continue unabated in the uncivilised urban jungle. They are not safe even in their homes. In the latest incident, a person along with his friend was today arrested for allegedly raping his clan sister at his rented place in Papu Nalah, Naharlagun.

The accused, identified as Karban Tamut and Opang Paro, his friend, had allegedly raped the girl, who is 22 years, at their rented place at Papu Nalah, in the wee hours today. The victim was halting for the night at the accused Karban Tamut's place.

The case is registered at Women Police Station here under section 376 (D) of IPC.

"Both the accused have been arrested and are in police custody now. They will be produced before the magistrate tomorrow," said the IO of the case SI M Tayeng.

"We want the police to do fair and thorough investigation into the case so that we can seek justice for the victim who has been deceived by her own beliefs. We want exemplary punishment for the accused," said the brother-in-law of the victim.

 

 

Joint patrolling to be intensified

ITANAGAR, Dec 19: The Capital district administration in a coordination meeting held here today unanimously decided to conduct frequent joint patrolling by the Police and Magistrates within the Capital Complex for which standing plying squad team shall be constituted to meet any situation as and when required.

The coordination meeting of Police and Magistrate under the chairmanship of Capital DC Mige Kamki further resolved that anyone found selling IMFL without license in any shop/ gumti shall be prosecuted as per law and shop shall be sealed without further notice.

It was also decided to enforce compulsory verification of taxi drivers, trekker drivers, auto drivers and necessary action shall be taken against any driver who do not obtain valid driving license with proper verification from the competent authorities. Anyone found using any fake driving license shall be prosecuted under appropriate provisions of law, the meeting resolved. At the same time the violators of ILP shall be prosecuted as per law.   

Earlier, DC Mige Kamki explained the purpose and importance of coordination meeting between magistrates, police and para-military forces in the Capital Complex. He stated that in view of the security scenario in the world today, police and magistrates should be on alert in order to ensure safety and security of all concerned.  Speaking on the occasion, Capital SP Dipankar Mishra expressed concern about traffic violation, public nuisance and other law and order issues.

 

 

ACF reacts to IFCSAP's stand

ITANAGAR, Dec 19: The Arunachal Christian Forum (ACF) has reacted to the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP)'s stand on ST status saying that it is misleading and mischievous.

The IFCSAP team on December 15 last had said that steps should be initiated by the state government to issue Minority Certificates to the converts of the state and let the converted person surrender their Scheduled Tribe certificates at the earliest. The ACF in a press release said, the official website of the Ministry of Tribal Affairs Government of India clearly defines what elements go to make up the identity of members of Scheduled Tribes. According to the website "The criterion followed for specification of a community, as scheduled tribes are indications of primitive traits, distinctive culture, geographical isolation, shyness of contact with the community at large, and backwardness." A particular religious identity is not mentioned either as a qualifying or disqualifying factor. Again the same website gives directions to officers to issue Scheduled Tribe certificates. The points to be observed by the officers are : (i) That the person and his parents actually belong to the community claimed (ii) That the community is included in the Presidential Order specifying the Scheduled Tribes in relation to the concerned State (iii) That the person belongs to that State and to that area within that State in respect of which the community has been scheduled (iv) He may profess any religion (v) That he should be permanent resident on the date of notification of the Presidential Order applicable in his case.

The fourth criterion in the above list shows that religion plays no role in the question of eligibility to Scheduled Tribe status. The entire write up linking religion to ST status is stemming from ignorance and malice, it lamented.

IFCSAP also made statements regarding minority rights. The only minority right that the constitution speaks of is in its Article 30 which gives minorities the right to establish and administer educational institutions of their choice. The constitution does not give any other privilege. This privilege is applicable both to the religious and linguistic minorities. The Hindus also can claim this minority right in Jammu and Kashmir, Mizoram, Nagaland or Meghalaya. The constitution does not envisage distribution of freebies to the members of any minority community. The much talked about MSDP is not a constitutional privilege but a time bound project of a particular government in power and cannot have any impact on the constitutional privileges granted to minorities, the release further added.

 

 

Namdapha Tiger Reserve - A haven for nature enthusiasts and butterfly lovers

Butterflies with their splendid colors and graceful flight patterns have always been a source of fascination and these beautiful insects are certainly the most famous and best known among their group. This can be well attributed by the amount of studies undertaken for these insects. Much information has been generated regarding their Taxonomy, behavior, migratory pattern, mimicry, specification and evolutionary biology of these insects over the years, throughout the Indian sub-continent and the world.

Among the insects the Butterflies are placed under a large group called Lepidoptera. Butterflies play a very important role in nature. They provide ecological values as well as aesthetic value.

In nature they provide ecological services by helping in pollination and thus helping in the regeneration of floral species. Regarding their behavior, these majestic insects do not have constant body temperature and therefore they rely on the external surrounding temperature to regulate their physiological temperature and therefore they bask in the sun to increase their body temperature.

These insects also like to mud puddle, in which a large group of same and different species congregate in mud banks to imbibe salts and water which is very much essential for producing healthy eggs after mating. Namdapha Tiger Reserve, in Changlang district of Arunachal Pradesh is a global biodiversity hotspot supporting rich floral and faunal species diversity.

Nonetheless the Reserve has always been a haven for the nature enthusiasts and butterfly lovers. The Tiger Reserve supports a vast array of butterfly diversity. As per records available Namdapha Tiger reserve supports 280 species of butterflies representing 5 families (As per Survey conducted by a team of Butterfly experts consisting of Nelson Rodrigues.Ujjal Ghose, Arjan Basu Roy, Dr Amol Pathwardhan, Rudra Prasad Howrah -2009.

Some of the Known species include the Glassy Blue bottle, Paris peacock, Lace wing, Red Helen, Lime butterfly, Common Mime, Grass Yellow, Jezebel, Leopard Lace Wing, Commander and Commodore etc.

However most of the Reserve has been remained unexplored and a long term survey is required for covering maximum habitats over different seasons to explore the butterfly wealth and in search of some more of new species.

Ex-servicemen rally at Likabali

ITANAGAR, Dec 19: Formidable 56 Division has organised an Ex-Servicemen Rally at Likabali Military Station today which was inaugurated by Yatu Yajo, mother of Late Naik Tape Yajo, Kirti Chakra (Posthumous), Ajeet Kumar Bordoloi, DC Dhemaji along with Maj Gen Sunil Srivastava, GOC 56 Infantry Division.

Speaking on the occasion, Maj Gen. Srivastava praised and acknowledged the sacrifices made by the defence veterans over the years towards nation building. He informed the veterans about the efforts being made by Indian Army for the betterment of the ESM and Veer Naris.

During his interaction with the veterans, the GOC also promised them of all possible assistance for their resettlement, financial upliftment and healthcare.

Ex-Servicemen and Veer Naris from Dhemaji, North Lakimpur, Pasighat, Daporijo and Along of Arunachal Pradesh and Assam participated in the event in large numbers.

A total of 930 people including 255 ESM, 45 Veer Naris/widows and their dependents were present on the occasion.

Judeshwani Deuri, mother of Late Sailorman Tasha Deuri, who sacrificed his life during recent accident of INS Sindhurakshak, also attended the event and interacted with media.

Consistent efforts of the Division have resulted in establishment of an ECHS Dispensary at NLP for ESM and Veer Naris and registration of majority of ESM of the region on the ESM Grievance Portal.

On arrival welcome gifts were distributed to ESM and Veer Naris apart from registering balance ESM on the ESM Grievances Portal. Quality Medical and Dental checkup provided much needed medical assistance to the Ex-Servicemen.

The gathering was also addressed by Deputy Commissioners of Dhemaji, Lakhimpur and East Siang to educate them on the initiatives and efforts undertaken to resolve their day to day problems. To provide them all facilities under roof, numerous stalls like Canteen, electrical/electronic goods, National Banks, Postal Services, Agricultural Tools, Insurance Companies etc were organized at the venue.

One of the major highlights of the event was interaction of Ex Servicemen with representatives from PCDA, Record Office, Army Placement Node, Legal Branch, Recruitment Office, ECHS and Zila and Rajya Sainik Board which assisted in addressing most of their grievances and queries.

 

 

EKSWCO pleads for installation of CCTV cameras at strategic  locations

SEPPA, Dec 19: The East Kameng Social Welfare & Cultural Organisation (EKSWCO) today pleaded the Deputy Commissioner to immediately install CCTV cameras at important strategic locations of the district to check movement of miscreants.

In a representation to the district administration, EKSWCO chairman Khya Safar Pao pointed out that installation of CCTV cameras were highly necessary at important locations namely judicial jail (adjacent to CRPF camp), police station, main market area and important office premises.

Citing the recent incident of jail break where prisoners escaped from the jail, he said that such incident was not a good sign for the district and immediate installation of CCTV cameras was necessary.

Stating that many unscrupulous vehicles were running in the district without registration numbers creating problem in maintenance of traffic, Pao urged the administration to make mandatory registration of vehicles for maintaining proper records and also to deploy adequate traffic police personnel to maintain traffic.

Referring to the recent incident of jail break, the organization demanded for early arrest of the escaped under trial prisoners to keep the image of the law enforcing agency intact before the public.

The EKSWCO also urged the DC to put a ban on driving practice at General Ground and at the government higher secondary school ground at Bebo Colony.

"Both the grounds are only for common useful purposes, but it is the complaint of the public that both the venues are being used for driving practices which is illegal," Pao added in the representation.

SEPPA, Dec 19: Agriculture, Horticulture & Animal Husbandry & Diary Development Minister Chowna Mein made a announcement of community Mithun conservation unit at Patiwa in between Kakukao and Tasso Mora of East Kameng during the livestock Health Awareness camp cum Micro chipping in Mithun held at Abotani  Manch, Seppa yesterday.

Speaking on the occasion Mein said that the mega event was to bring awareness among the masses about the necessity of livestock conservation and make use of technological advancement for healthy livestock. He stressed on the need to adopt quality planting materials with quality seeds having introduced integrated pest management to improve productivity in agricultural and horticultural farming. He exhorted the district administration, PRI members and line departments to put up coordinated efforts for bringing more and more awareness among the masses. He called on the people to minimize the slaughter of Mithun as it is immensely related to rural economy. Later, he inaugurated the micro chipping in Mithun amidst huge gathering and said that Micro chipping is the easiest way to put a halt on activities of thieves and ownership disputes.

Parliamentary Secretary Tax & Excise Tapuk Taku appealed the people to co-operate with the veterinary department for success of the community Mithun conservation Mission in East Kameng district. Terming it as good mission, he said that it has now become easier to identify Mithun which will work a lot to prevent thefts. He goes on to say that earlier there were many cases of thefts by changing the colour of Mithun with painting in absence of such mechanism.

Parliamentary Secretary Tourism Mama Natung urged the people to co- operate and keep in touch with staffs of agriculture and its allied departments as these departments will take them along towards prosperity in future. He also explained the importance of bamboo and Mithun in the life of tribal people.

Dr. Taba Hally while highlighting the importance of Mithun conservation stated of Mithun as a rural bank in Arunachal Pradesh. He expressed serious concern over rampant slaughter of Mithun adding that if the same trend continues, we may not be able to see Mithuns after 10 or 15 years. He also discouraged natural forest destruction, the habitation areas which provide fodder to Mithun. He informed that the conservation unit at Patiwa shall be launched under the team leader of deputy director Dr. Techi Taku. Dr. T Padung, Director & Dr. T Taku Dy. Director also spoke on the occasion.

PPA for grant of special status for Arunachal under Article 371

ITANAGAR, Dec 19: The People's Party of Arunachal (PPA) interim president Kahfa Bengia in a release stated that the economic dependence syndrome of the strategically located state of Arunachal Pradesh can be done away with by the grant of Article 371 to this tiny state which will give the state the ownership rights of its indigenous resources.

Kahfa said this in a meeting of the party while reacting to Union Finance Minister Arun Jaitley's statement ahead of the union budget that every North Eastern state should start generating revenue of their own.

"While mooting such an idea which could have social and economic impact on a state especially like Arunachal Pradesh, the Modi Government should understood that this economic dependency on Centre, which the state suffers, can be done away with by the grant of article 371-A status to this state," Kahfa said.

Arunachal is placed in article 371-H of the Constitution which other than giving overriding powers on the Governor of the State is silent on its ownership rights over its indigenous resources virtually making the state economically dependent on central grants, Kahfa opined.

Kamen Ringu, Chairman, CWC, PPA opined, "The proposal to make a sudden cut on central grants to the North Eastern States will have a far reaching impact on the development. The idea should be to insure maximum utilization of central grants for the development of the region. Instead, these resources have been misappropriated in the name of party funds, payment of commissions at way levels for the timely sanction of the fund."

The corrupt politicians, technocrats and bureaucrats of the state should instead be booked before imposing such a drastic economic cut on central grants, Ringu opined.

 

 

Teachers should be role model for society: Felix

AALO, Dec 19: Parliamentary Secretary, Education and IPR, Bamang Felix has urged the teachers to be role model outside the classroom as society needs their wisdom and knowledge to guide the growing number of youths who are turning out to be detrimental to our peaceful society.  Felix said this during his visit to Donyi Polo Degree College Kamki, Govt. Higher Secondary School Kamba, Govt. Hr. Sec. School Basar, Nyorak village from December 17 to 18 last.

Teaching should not be confined to school and colleges, he said adding that teachers should put their constant endeavour to bring out complete human being who can be fitted into multiple roles as members of the civil society.

The Parliamentary Secretary also said that teachers should be held in high esteem as they are taking the responsibility of moulding the children as responsible future citizens of the country and the society.

It is quite ironical that the state can not produce good local science teachers to recruit them in different vacant post of Science teachers.

The Parliamentary Secretary disclosed that Rs.50 lakhs has been sanctioned for extension of classrooms at DPDC Kamki. Other issues in the form of memorandum will also be taken care of on priority basis from RUSA and other sources.

At Govt. H.S. School Kamba the Felix assured to provide furniture for the newly constructed Girls hostel to make it functional from the next academic year, repairing of auditorium ceiling and distributed school bags and geometry boxes to all students of the school. He also assured ten toilets for girls and boys for Basar Govt. H.S. School.

The Principal of the DPDC, Dr. Rejir Karlo said that the college cannot be rated as rural colleges along with others as it has enrollment of 2500 students leading to infrastructures, faculty members and many other shortages. The shifting from annual exam to Semester system has led to conduct examination on daily basis even on holidays without time for other activities of the college. Tumto Lollen also gave detail appraisal of the Govt. H.S. School and Tomi Doke, DDSE who accompanied all throughout the tour also assured to construct two hostels for boys and two hostel for girls at Nyorak school. DIPRO

 

 

Work in unison to make Kra Daadi  a model district: Pario

ITANAGAR, Dec 19: PHED and Water Resource Minister Takam Pario had convened a maiden  interaction meeting of the newly created Kra Daadi district here on Wednesday which was attended by Deputy Commissioner Kra Daadi district, officers, ZPMs and senior leaders of 18 Palin Assembly Constituency.

Addressing the gathering PHED and Water Resource Minister informed that Jamin has been selected for permanent district headquarter based on availability of land as per survey and feasibility report submitted by district administration. Terming the creation of the new district as a new hope for development and administrative convenience for the people, Pario justified the reason for creation of Kra Daadi district adding that due to distance factor people of Palin and Tali constituencies face lot of trouble in communication. He further called upon all concerned including PRI members, to work in unison by adopting the best means of system to make the district a model district. He also advised the district administration to adopt proper action plan with systematic mechanism in the very beginning.

 

 

Rs 53,705 crore allocated for development of NE

NEW DELHI, Dec 19: A total of Rs 53,705 crore has been allocated for the North East in the current fiscal for the development of the region, Minister for Development of North Eastern Region Jitendra Singh said today.

At a meeting with MPs from the region, Singh said the allocated funds includes 10 per cent of gross budgetary allocation for the DoNER and Rs 17,898 crore to be provided to the states as Special Plan Assistance, Special Central Assistance, Normal Central Assistance or Additional Central Assistance in addition to money being spent by Railways.

Singh said that in keeping with Prime Minister Narendra Modi's special thrust on development of Northeastern region and his announcement during his recent visit to the Northeast to promote sports among the youth of the region, a National Sports University will be set up in Manipur for which government has provided Rs 100 cr.  

The National Sports University Bill is planned to be introduced in Parliament along with the Draft Bill received from Ministry of Youth Affairs & Sports, he said.  In order to improve the internet and mobile connectivity, the Minister said a comprehensive telecom development plan for region has been sanctioned at a cost of Rs 5,336.18 crore to provide 2G coverage in identified uncovered areas of the region and another Rs 100 crore is to be provided for organic farming.

For expanding road infrastructure in the region, Singh informed that a new scheme called 'North-East Road Development Corporation' has been initiated with an allocation of Rs 200 crore for the current year. PTI

Develop proper ILP mechanism before starting train service

Chief Minister Nabam Tuki yesterday announced that train service to the state might resume from February next year. Tuki while inspecting the Naharlagun railway station informed that the railway ministry has consented to introduce Rajdhani Express to link national capital New Delhi from next year. Prime Minister Narendra Modi who is scheduled to visit Arunachal Pradesh for the first time in February after taking office, is likely to inaugurate the railway service.

The decision to run Rajdhani Express is great news for the people of Arunachal. This will provide direct link to the national capital. While people of Arunachal wholeheartedly welcome the decision of resuming train service, but if proper ILP mechanism is not developed, the decision may soon backfire. Earlier the train service between Dekargaon (Assam) and Naharlagun was indefinitely suspended from May 9 this year after student organizations and civil society groups raised alarm over large scale migration of outsiders into state using train route. Therefore before restarting the train service, railway authorities along with government of Arunachal must develop full-proof ILP mechanism, so that no outsiders can dare to use illegal means to enter state. Until a strong system is put in place, the people of Arunachal will continue to oppose the train service.

Truth cannot be killed

Dear Editor,

I want to respond to the news item published in your esteemed daily of Dec. 13, “IFCSAP supports Anti Conversion Law” and refute the allegations of the Society pointing out the truth to them. They have cast aspersions on Christians of Arunachal Pradesh and described them as gullible men and women who can easily be lured. As an Arunachalee, I want to inform the IFCSAP that they are mistaken. If we Christians have accepted the Good News of Jesus Christ, it is because we are convinced that He is truly the God who became man to redeem us from our sins and He alone can give us life eternal. We did not change our faith and embrace a new faith for any material benefit or worldly gain, but for salvation from the oppressive spiritual evils called Sin and only Jesus is able to do it because He alone atoned for the sins of humankind by dying on the cross. Who else has done it?

Again the IFCSAP claims that the conversion to other faith, meaning Christian faith, has damaged the indigenous people. Yes if we call giving up the drinking habit, stopping the system of taking revenge, inter tribal feuds, quarrels and ‘kata-kati’ for personal gratification etc. are damage done to the indigenous people, then, of course, Christianity has done great harm ! As Christians we are proud of it. If you want to keep the indigenous people  backward, uncivilized and deprived of the blessings of God who came to offer them true liberation from all the oppressive powers of darkness, sin and sickness, do support the Anti conversion bill. But remember, you can never kill the Truth.

Safe driving

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention of citizens towards using dipper while driving cars during night hours. It really makes one go almost blind with the glare of the vehicle approaching from opposite direction. If not dipper, the headlamps, may sometimes contribute to the loss of many precious lives. To add to this fact I have my own experience to share which had happened last night while I was coming down from Itanagar to Nirjuli where I narrowly escaped from an accident.  A speeding car approached infront of me at a blink of an eye with no realization that other vehicle would be troubled with his careless driving but in the nick of time I managed to keep control of my vehicle from being collided with.

If such things are realized and practiced by every vehicle users then we would feel safe in moving out and have a good driving experience. I hope this message would reach to every people to keep alive the meaning of ‘safe driving’.

Progress towards higher ideals

Dr. Chanwang Mong-chan's  letter published in The Arunachal Times on December 17, 2014, is really commendable.  I, wholeheartedly appreciate his thoughts. I too believe that every religion and culture aims to progress towards higher ideals and nobler deeds. Every culture, every religion needs to be preserved in a beautiful and healthy way, discarding all obsolete, superstitious and unhealthy beliefs and practices, so that people from all walks of life, of different cultures and religions, progress hand in hand, with love, kindness and peace in their hearts.

District Headquarter Crisis

Dear Editor,

The controversy over the location of the District Headquarter of the Lower Siang District is sadly developing into a major political crisis. A person doing a dispassionate examination of the issue is sure to be baffled by the imbroglio created by claims and counter claims. For a person from the 'outside', the only wish is for an early solution to the crisis.

Firstly, the argument that Basar should be made the Headquarter due to earlier political commitment is a dangerous proposition. It is fallacious to argue that all political commitments and cabinet decision are deemed correct and it has to be, therefore, implemented without further examination or re-appraisal. The need to revisit earlier decision becomes all the more important when there are apparent or alleged deformities in the decision. In a democracy, no incumbent authority is bound by the previous Government’s decision if the earlier decisions are found to be at false. Arm-twisting is a blot on democracy.

A rationale and dispassionate take on such issue is vital for any logical conclusion. The Government and the people have to examine the rationale behind the decision to create a new district out of the existing West Siang and East Siang before taking a decision. It is accepted that one of the main reason for creation of the Lower Siang District has been the issue of “accessibility to governance”. Therefore, the important question is will Basar as the Headquarter address the issue of “accessibility to governance” for all the people who deserve better governance. Is it not administratively rationale and pragmatic to keep Basar within the West Siang District since it does not face the issue of “accessibility to governance” in view of its geographical proximity to Aalo?

Over the years, boundary disputes, often violent, along the Nari-Koy-Seren-Likabali belt have only been increasing in degree and volumes due to absence of effective administration/governance from the Arunachal side in these areas. In days to come, stronger and a more visible presence of administration in these boundary areas will only be benefiting the entire West and Lower Siang Districts and its people.   

In the given scenario, the Government certainly is facing its biggest challenge since May, 2014. What is making the situation convoluted for the Government is the political passion infused by some politicians into a matter which is more administrative in nature rather than political. An early and amicable solution to the crisis is in the interest of the people of the area. The people not only have greater stake but also bigger responsibility in solving the crisis. Governance in a democracy, after all, is in the hands of the people.

Enact strong law to protect medical professionals

Dear Editor,

While referring to your publication “Our heart & their welfare” by Tongam Rina published in your esteemed daily dated 17/12/2014, I appreciate her gesture and for understanding the feelings of doctors.

The Indian Medical Association (State Branch) condemns assault on Medical staff on duty at RK Mission hospital and welcomes the arrest of IRBn personnel and others involved.

Medical profession is a noble profession. However, many dissatisfied patients and relatives accuse the doctor for negligence these days while some individuals accuse doctors for personal vendetta and often FIR are filed with the Police. Unfortunately, even law enforcement agencies consider doctors as soft targets and harass these professionals just to please the complainant despite the Hon’ble Supreme Court judgment noted in para 52 of Jacob Mathew’s case that clearly says that “A doctor accused of negligence should not be arrested in a routine manner simply because a charge has been leveled against him”.  And in August 05, 2005 in a landmark judgment Hon’ble Supreme Court has ruled that “doctors should not be held criminally responsible unless there is primefacie evidence before the court in the form of a credible opinion from another competent doctor preferably a Govt. doctor in the same field of medicine supporting the charges of rash and negligent act”. There are instances in our state where doctors were arrested on mere FIR and later booked under section 304-A IPC. They were refused ‘bail’ though 304-A IPC is very much ‘bailable’ (unlike 304 IPC).

Attitude of people towards ‘Health care professionals’ must change. It is high time that our state Government enact appropriate Security Act against assault on medical professionals as done in other states like Andhra Pradesh Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and damage to property) Act, 2008; Delhi Medicare Service Personnel and Medicare Service Institutions (Prevention of Violence and Damage to Property) Act, 2008 (Act 8 of 2008);  Haryana Medicare Service Persons and Medicate Service Institutions (Prevention of Violence and Damage to Property) Act, 2009;  The Maharashtra Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to

Property) Ordnance, 2009; Orissa Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage to Property) Act, 2008; The Rajasthan Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage to Property) Ordinance, 2008. Tamil Nadu Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to

Property) Act, 2008. Such ‘Security Act’ will prohibit violence against Medicare service persons, intimidation, obstruction or hindrance to any Medicare service person in the discharge of duty or damage to any property in medicare service institution. The Medical professionals in our state thereby will be able to discharge their duty without fear while tendering service to sick and poor.

Colliding dates

Dear Editor,

Through the column of your esteemed daily I would like to highlight the various exam dates fixed by different departments of the state. Recently we have seen written exam dates for various jobs fixed by APPSC collide with each other and with that of central services and university exams. The exam of Research Assistant was rescheduled on 30 December but again it is colliding with the P.G. IGNOU Exams. Already we, the youths of this state, are facing grave problems of unemployment and corruption.

So I kindly request the APPSC to fix the date of written exam of Research Assistant, if possible, on 27, 28 December i.e. on Saturday and Sunday instead of 29, 30 December and also all other concerned authorities and departments to kindly fix the dates of job interviews and written exams keeping in view that it doesn't collide with other exams so that everyone may get equal chance to appear in exams.
